Some months ago, I peer-reviewed a “draft” (26 pages, incomplete in all formal matters, not to standards of editorial guidelines) which was presented as a “paper.” The piece included idiosyncratic handling of material from standard emotion theory and issues which pertain to the understanding of concepts and the language of emotion in early and medieval Chinese divination. I rejected the “draft” and explained my decision on about 20 pages, giving ample evidence that the author’s arguments are either misleading or incorrect (including inappropriate quotation and citation). Nonetheless, the piece was published, including all substantial errors. As for the the question of open peer review, is it possible to publish a peer review retrospectively?
